Through multiple efforts, we strives to broaden the city's position as a thriving commercial center of Macomb County, while working closely with our neighborhoods to enhance the livability of the city for all of its residents. Whether you plan to build your corporate headquarters here or renovate your home, our staff will walk you through the development and permitting processes step by step. As the proud home of many outstanding businesses and organizations, our staff has experience assisting projects of all sizes and complexity involving planning and zoning, economic development, building and rental inspection, and code enforcement.
The Department is responsible for the following:

Review, permitting and inspection of all construction in the City, including the inspection and issuance of residential and commercial Certificates of Occupancy, as well as the registration of all vacant commercial and residential structure. You can access all applications, forms, and permits here.

Enforcement of the International Property Maintenance Code and Ordinances for the City. Should you have a question or comment regarding the blight or property maintenance ordinances or if you would like to make us aware of a problem or concern in your neighborhood, you can email us.

Administering the City’s allocation of federal Community Development Block Grant (CDBG) dollars through the Macomb Urban County program.

Assisting the development and improvement of the business and industrial districts in the City, including business attraction, business retention and local and State incentive programs.

Administering the City’s Rental Registration and Inspection Ordinance. All rental properties within the City are inspected under the International Property Maintenance Code.

Providing information and staff support on matters coming before the Planning Commission, Zoning Board of Appeals, Brownfield Redevelopment Authority, Downtown Development Authority and Historic District Commission. For more information on these boards/committees, please click here.
